All 50 states and DC either mandate or are in the process of adopting the International Building Code (IBC). IBC Section 1030 and IRC Section R310 both require:

Security bars on bedroom windows must have inside-operable quick-release
Release must be operable without special knowledge, tools, or keys
Mechanism must be accessible to occupants, including children and elderly
FHA-insured mortgages require compliance for financing

Note: Non-bedroom windows (kitchen, living room, basement) generally have no egress requirement. Only bedroom/sleeping areas are subject to these codes.
