The International Building Code (IBC) Section 1030 and NFPA 101 Chapter 7 set the baseline requirements for window bars across the United States. The core rule: any window serving as an Emergency Escape and Rescue Opening (EERO) β€” typically required in every bedroom β€” must remain operable from inside without a key or special tool. Fixed bars on bedroom windows therefore require a quick-release mechanism to remain code-compliant.

Several states and cities have stricter requirements. New York City’s Local Law 11 mandates window guards in apartment buildings with children under 10.
